Members debated the rules for two bills to be debated later in the week. Then, in a 354-60 vote, the House adopted a joint resolution opposing President Trump’s decision to withdraw U.S. troops from northern Syria. Four members voted present, and 129 Republicans voted with 225 Democrats for the measure.
