The Senate blocked a disapproval resolution terminating the Trump administration’s new Environmental Protection Agency rule on carbon emissions standards for power plants, replacing President Obama’s Clean Power Plan. In a 53-36 vote, members failed to override President Trump’s veto of a resolution to end his U.S. southern border emergency declaration. A two-thirds majority was needed. Ten Republicans voted in favor of the measure. close
