Russian President Vladimir Putin addressed lawmakers in his annual state of the nation address in Moscow. He outlined key amendments to the Russian Constitution that would limit the power of a future successor and called for a nationwide referendum. Mr. Putin, who was expected to step down in 2024, recommended two-term limits for future presidents. During his remarks, he also discussed Russia’s military power and global leadership, as well as several domestic issues like government support for low-income families. close
