Dr. Fauci said that the U.S. diagnostic testing system was not adequately prepared for the expected number of cases. “The system is not really geared to what we need right now,” he said. “It is a failing. Let’s admit it.” Dr. Redfield said that testing would be provided free of charge to all Americans regardless of health insurance coverage. The witnesses talked about the need for proper hygiene and “social distancing,” applauding steps to close the U.S. Capitol complex and cancel major sporting events. Dr. Fauci also said efforts to develop a vaccine were moving at a rapid pace, and while he was optimistic the first shot could be given to the first person in a matter of weeks, it would be more than a year before scientists would really know if it works.
