The governor talked about the state’s reopening plan, which he said could begin in some regions as early as May 15, when the state’s current mitigation orders were to expire; however, he planned to extend orders in the more impacted regions of the state. Governor Cuomo again called on the federal government to provide financial assistance to the states, arguing it was not the time to talk about burden sharing, but if lawmakers wanted to go that route, he said New York was the largest contributor among the states. The governor also talked about antibody tests the state was conducting and plans to link upstate farmers with oversupply to downstate food banks facing shortages.
