THANK YOU MR. CHIEF JUSTICE. THE STATE HAS RELIED UPON EARLY STATUTES WHICH SAYS AFFIRMATIVE POWER OF THE STATE BECAUSE THEY VIOLATE A THE CONDITION. ABSOLUTELY NONE OF THE STATUTES HAD ANYTHING TO DO WITH THE CONDITIONS ON VOTING. IT HAS THE AUTHORITY TO MAKE SURE SOMEONE SHOWS UP TO VOTE AND WE BELIEVE THAT THE GENERAL LAW OF APPLIES AS WELL. THEY HAVE NO POWER TO CONTROL THE VOTE AND THEY'VE NEVER EXERCISED A. BUT IT IS ABSURD BECAUSE THE APPOINT THEM THEY GET TO CONTROL THEM. BUT THE AUTHORITY THEY RELY ON IS QUITE EXPLICIT. THEY SAID THE REASON FOR THIS IS THAT THOSE RESPONSIBLE FOR THE FUNCTIONS OF GOVERNMENT NEED THE AUTHORITY TO CONTROL THEM BY REMOVING THEM IF THAT IS THE REASON FOR THE PRINCIPLE. THERE IS NOTHING TO SUGGEST THE STATES ADMINISTERING THE ELECTORAL COLLEGE AND THAT IS WHY THEY DON'T APPEAR IN THE 12TH AMENDMENT AT ALL AND FINALLY, IF YOU RECOGNIZE THIS POWER IF YOU FIND A STATE THAT HAS THE POWER TO REGULATE ELECTORAL VOTES.
