Since FITARA’s implementation in 2014. all 24 federal agencies received a passing grade on the FITARA scorecard. The witnesses discussed some of the challenges facing government modernization including maintaining a skilled workforce, antiquated operating systems, and funding. The two former government CIO’s and experts on IT management in the second panel discussed ways to improve FITARA’s scorecard and made several recommendations, including prioritizing cybersecurity, improving workforce recruiting and retention, and adapting systems according to the technology’s life cycle. All the witnesses agreed that consistent congressional oversight has led to significant improvement in the government’s modernization.
