President Bill Clinton spoke to the nation in a televised address from the Oval Office on his administration’s economic plan. A House and Senate conference committee announced the creation of a compromise bill earlier in the week, with a vote on the economic program expected in the House and Senate later in the week. President Clinton characterized the plan as being eminently fair to the American people, and a drastic change from the debt-increasing economic programs of the 1980s.
