President Clinton spoke to the annual conference of the National Urban League on his administration’s performance during the first year of his presidency and his economic program currently before Congress. In his remarks, he noted the diversity in his presidential Cabinet, and went on to advocate his budget program as being fair to low income Americans and beneficial to the country as a whole.
