C-SPAN produced programming on the subject of the on going federal budget. The program included video segments of President Bill Clinton speaking from Statuary Hall in the U.S. Capitol during his negotiations with members to garner thier votes for his budget. Deputy Treasury Secretary Roger Altman spoke by remote to C-SPAN viewers and host Bruce Collins from a location in front of the U.S. Capitol. Mr. Altman discussed the Fiscal Year 1994 budget plan, which is scheduled for a vote in the House today. He described the Clinton administration’s lobbying efforts in support of the plan. The program also included Representative Newt Gingrich (R-GA), the Republican Whip, speaking at a press conference the day prior. Rep. Gingrich spoke against the president’s budget on the grounds that tax increases, which were retroactive to the previous year, would stymie job growth and cause additional financial burdens particularly on those currently affected by flooding along upper Mississippi River. close
