President Bill Clinton spoke to reporters outside the North Portico of the White House a few hours after the Senate voted 51-50 to pass his administration’s budget plan. The president announced the bill’s passage amounting to the breakup of gridlock, and said the bill presaged further economic and social change in America from the deficit-increasing policies of the 1980's. close
