Representatives of labor and consumer groups spoke in a news conference to announce their opposition to the North American Free Trade Agreement, legislation that would lower tariffs between the U.S., Canada and Mexico as a spur for increased trade in the Western Hemisphere. The news conference followed a statement earlier in the day by U.S. Trade Representative Mickey Kantor that the U.S., Canada and Mexico had come to an agreement on supplementary agreements to the legislation concerning labor and environmental issues. Mr. Jontz said the side agreements did not solve the main problem of the agreement, which he said would encourage U.S. industry to move to Mexico. close
