Attorney General JanetReno gave the keynote address in a luncheon during the Community Policing conference sponsored by the National Institute of Justice. The attorney general noted the historical trend toward federal law enforcement, and called for a return to local, community policing plans. She noted the rise in crime despite increased spending on crime prevention and the penal system, and advocated returning to strong communities which support their members. close
