DOD Secretary Les Aspin and Joint Chiefs Chairman General Colin Powell briefed the media on the results of a five-month review of U.S. defense needs. The “Bottom-Up Review” assesses U.S. defense strategy, military structure and weapons programs. Secretary Aspin described how the end of the Cold War has created different national security needs. Charts were shown of new danger areas and defense strategy. General Powell also showed charts of military troop reconfiguration and military operations. close
