General Leonard Wishart testified about his reorganization of the non-legislative services of the U.S. House. He was appointed by House leaders following scandals in the House bank and House post office. He made suggestions on further reorganizing non-legislative functions. Rep. Bill Thomas, a member of the House Administrative Committee, testified about the responsibility of that committee for non-legislative services such as the Capitol police force. He also talked about the need to decrease the number of joint committees. close
