Rep. Moakley, chairman of the House Rules committee, Rep. Synar, Rep. Fazio and Mr. Ornstein spoke in a news conference to oppose a resolution introduced to the House of Representatives making the signatures on House discharge petitions public. The speakers said such a move would increase the power of special interest groups in Congress, and would fundamentally alter the political process in the House of Representatives. The resolution was brought about to end the practice of House members publicly supporting a bill while privately preventing it from coming on the House floor for debate. close
