Witnesses discussed the reform movement in the former Soviet Union and the need for U.S. and international aid for this reform to succeed. Topics discussed included coordination of the aid and US assistance in weapons dismantlement and disarmament. State Department Advisor on the Former Soviet Republics Strobe Talbott briefly described the state of reform and it’s complexity.
