President Clinton announced his health care reform proposal in his second address to a Joint Session of Congress. He proposed a comprehensive system of government sponsored, but privately controlled, reforms coupled with an overhaul of the health insurance institution. The plan will be funded by increasing the tax on tobacco products in addition to the money saved by eliminating governmental waste associated with current system. close
