The Senate Armed Services Committee held a hearing on civilian control of the military and a statute that requires retired service members to be out of uniform for at least seven years before they can serve as defense secretary. The hearing was spurred by the nomination of General Lloyd Austin (Ret.) by President-elect Biden to lead the Pentagon. Congress had approved waivers on two previous occasions, most recently for former Defense Secretary James Mattis. Experts from the U.S. Naval War College and the Congressional Research Service (CRS) spoke about the history of the statute and the importance of civilian control of the armed forces. close
