In his opening statement Mr. Burns said his top priorities, if confirmed, were “China, technology, people and partnerships.” He spoke about the threats posed by foreign states, calling China a “formidable authoritarian adversary” and warned not to underestimate the threat posed by Russia as a “declining power.” Mr. Burns discussed the importance of speaking truth to power and said providing unvarnished intelligence was key to making effective policy.
