Child care policy experts, administrators, and advocates testified that the current system was not working for parents, child care providers, or children. The witnesses expressed concerns about the high cost of care, low wages earned by providers, and lack of options for parents. They answered questions about school choice for parents, the impact of federal funding, and how the coronavirus pandemic had exacerbated already existing issues.
