Appearing before the committee were Robert Godec, the acting assistant secretary of state for African affairs, and Sarah Charles from the USAID Humanitarian Assistance Bureau. In his opening statement, Mr. Godec said that “alarm bells are ringing in Ethiopia,” and the risk of a wider conflict is growing. Regarding humanitarian concerns, Ms. Charles said that “without a scale up of assistance, we could again see widespread famine in Ethiopia this year. The first time since the 1980's.”
