The House of Representatives earlier in the year passed a bill on a party-line to make the nation’s capital the 51st state, but the legislation had yet to be voted on by the Senate. “Prayerfully, I will be the last D.C. mayor who needs to sit here demanding on behalf of our 700,000 residents what is our birthright and what is owed to us as taxpayers, and that’s full citizenship and democracy,” Mayor Bowser stated in her opening remarks. Mayor Bowser and the other witnesses responded to questions about the constitutionality of admitting the District as a state, the impact of the 23rd Amendment, and religious freedoms for District residents.
