Legal experts testified about the Justice Department’s practice of accessing the data of journalists, elected leaders, and private citizens. Microsoft Vice President of Customer Security and Trust Tom Burt testified before the House Judiciary Committee about the number of requests for customer data his company receives, which he said has been as many as 3,500 in a year. Mr. Burt criticized the government’s use of gag orders, which prevent Microsoft from informing users the government requested their private communications. The witnesses made recommendations for legislation that could prevent abuses of the Justice Department’s subpoena power and warrant requests, which included limiting the length of time on gag orders, redefining the term “journalist” to provide broader protections for the modern media landscape, allowing service providers to deny requests, and placing restrictions on the warrant application process. close
