In a 49-51 vote, the Senate blocked S. 2747, the Freedom to Vote Act. Sixty votes were needed to begin debate on the Democratic elections and voting rights bill. Majority Leader Chuck Schumer (D-NY) changed his vote from “aye” to “no” to reconsider the bill at a later date. Members also confirmed Catherine Lhamon’s nomination to serve as assistant secretary of education for civil rights, with Vice President Kamala Harris presiding to cast the tie-breaking vote to confirm Ms. Lhamon as well as to end debate on her nomination. close
