The House considered the debate rules for legislation that combines two voting rights bills (the John Lewis Voting Rights Advancement Act and the Freedom to Vote Act) that were previously passed by the House in the first session of the 117th Congress. Democrats were doing this under a parliamentary procedure that would allow the Senate to begin floor debate on the same legislation without the usual 60-vote threshold. However, a vote to end debate in the Senate would still require a change to filibuster rules in order to reach final passage. close
