By a 49-51 margin, the Senate blocked the John R. Lewis Voting Rights Advancement Act of 2021 from advancing to a final passage vote. Sixty votes were needed. No Republicans voted for the legislation, and all Democrats except Majority Leader Chuck Schumer (D-NY) voted in favor. (The majority leader changed his vote from “Aye” to “No” so as to allow for another vote on the measure.) Members also voted 52-48 against changing the filibuster rules. All Republicans and only two Democrats, Senators Joe Manchin (WV) and Kyrsten Sinema (AZ), voted to keep the filibuster rule at the 60-vote threshold. Vice President Harris presided during the vote on the voting rights bill. close
