Deputy Defense Secretary Kathleen Hicks said that “Russia poses an acute threat to the international system” and that “our national defense strategy fully accounts for Russia’s threats in Europe and beyond,” during remarks on national defense strategy at the Reagan Institute in Washington, D.C. She stressed, however, that “the strategy is clear, that China is our military’s most consequential strategic competitor and pacing challenge.” Other topics she addressed included the national security strategy, U.S. support of Ukraine, use of deterrence, China, workforce needs, and the current and recently-requested defense budgets. close
