In the first panel, lawmakers heard from Representative Ayanna Pressley (D-MA) about her legislation, the Fix Clemency Act, which she said would replace the Justice Department’s pardon attorney with an independent clemency board to expedite backlogged petitions. In the second panel, activists, academics, attorneys, and former inmates argued for and against reforming executive clemency. Advocates of reform testified that the current process is overly bureaucratic, inefficient, and unjust. Others said increased clemency is a slippery slope, and justice needs to be ensured for victims. Two of the former inmates who testified were once sentenced to life sentences without parole before they were each respectively granted clemency and compassionate release.
