Robert Malley, President Biden’s special envoy for nuclear talks with Iran, told lawmakers the prospects for a return to a deal are “tenuous at best.” He testified before the Senate Foreign Relations Committee about the impact of the Obama administration’s 2015 nuclear agreement and former President Trump’s decision to withdraw from it.
