Dwight Chapin, an aide to former President Richard Nixon, took part in a Library of Congress panel discussion marking the 50th anniversary of the break-in at the Democratic National Committee headquarters at the Watergate building on June 17, 1972. Mr. Chapin served prison time for lying to a grand jury during the scandal.
