Tribute to Rep. Jack Kemp

The Heritage Foundation sponsored a farewell dinner for Rep. Jack Kemp who is retiring. He was praised by Vice President Bush and other dignitaries. Mr. Buckley served as master of ceremonies. Rep. Kemp also spoke.
