Former White House Budget Director Mick Mulvaney (Trump administration, 2017-20) said, “The rules are not broken. Congress is broken,” referring to the federal debt limit. His comments came as he appeared alongside a panel of policy experts and business stakeholders at a House Budget Committee hearing on whether the federal debt limit (also known as the “debt ceiling") should be eliminated. The witnesses discussed a variety of topics, including the history of the debt limit, inflation, the consequences of not increasing the debt, and the use of the debt limit as a "political weapon.” close
