In this second panel, legal scholars and lawyers spoke about First Amendment rights and recent Supreme Court cases from the 2021-22 term. The discussed cases included: City of Austin v. Reagan National Advertising, concerning digital billboards and free speech; two cases involving executive branch power and national security claims; and Carson v. Makin, which held that states cannot exclude public funding for religious education. The last of those topics was presented by attorney Michael Bindas, who successfully argued Carson before the Court.

The Cato Institute held its 21st annual Constitution Day Symposium in Washington, D.C. In this second panel, legal scholars and lawyers spoke about First Amendment rights and recent Supreme Court cases from the 2021-22 term. The discussed cases included: City of Austin v.
