Eli Rosenbaum, director of human rights enforcement and strategy at the Justice Department, called on Congress to address gaps in federal laws that aim to hold international war crime perpetrators accountable in the U.S. Mr. Rosenbaum’s congressional testimony came as the United Nations earlier revealed the abundance of evidence of Russian war crimes in Ukraine. Russia invaded the country in February 2022. According to the U.N. report, Russian forces have carried out civilian executions including of children, torture, and sexual violence against Ukrainians. Andre Watson, the Homeland Security Department’s national security assistant director also testified. He focused on the agency’s work to ensure war crime perpetrators and human rights violators do not find a haven in the U.S. The Senate Judiciary Committee convened this hearing to examine what resources and congressional action these two agencies need to prosecute and hold perpetrators and violators accountable. close
