President Biden promoted the CHIPS and Science Act and said it would spur job growth and the economy. He spoke at an IBM factory in Poughkeepsie, New York. The president also remarked that the new legislation would boost investment in research and development and pave the way for the U.S. to lead in technologies such as quantum computing, artificial intelligence, and advanced biotechnology.
