President Joe Biden announced a plan to lower gas prices, which included releasing 15 million barrels of oil from the U.S. strategic reserve. The announcement came amid production cuts by OPEC+ in early October. The president also responded to a reporter’s question about Russian President Vladimir Putin declaring martial law in four areas of Ukraine amid Russia’s invasion of the country. He responded that the “only tool available to Putin is to brutalize individual citizens in Ukraine ... to try to intimidate them into capitulating.” close
