Members of the Democratic National Committee’s Rules & Bylaws Committee discussed changing the schedule of which states first hold primaries and caucuses in the 2024 presidential race. At the start of the meeting, Minyon Moore, Rules and Bylaws Committee co-chair, read aloud a letter from President Biden urging the DNC to give “first-in-the-nation” status to the South Carolina primary over the traditionally-first Iowa caucus. In the letter, the president said that caucuses are inherently “anti-participatory,” and stressed the importance that primaries, particularly in the South, give voice to voters of color. Committee members began their debate on the rule change before breaking for lunch. close
