At the start of the meeting, Minyon Moore, Rules and Bylaws Committee co-chair, read aloud a letter from President Biden urging the DNC to give “first-in-the-nation” status to the South Carolina primary over the traditionally-first Iowa caucus. In the letter, the president said that caucuses are inherently “anti-participatory,” and stressed the importance that primaries, particularly in the South, give voice to voters of color. Committee members began their debate on the rule change before breaking for lunch.
