This was the first time since 1923 that the House of Representatives did not elect a speaker on the first vote. Because there was no speaker, new and returning members of Congress were not sworn in. Throughout the proceedings, C-SPAN cameras showed scenes from the chamber floor. Normally, the political majority in the House of Representatives controls the cameras in floor proceedings.
