Representative Tony Gonzales(R-TX) was the lone Republican to oppose the package. Some proposed changes include a motion to vacate the chair, which allows one member to force a vote on removing the House speaker. COVID-19 safety rules allowing proxy voting and members participating virtually in hearings are no longer allowed.
