The U.S.-China Economic and Security Review Commission held a hearing on Capitol Hill to examine the role of Chinese higher education in supporting the nation’s ability to innovate. George Washington University professor Jeffrey Ding argued that more attention needs to be given to “diffusion capacity” instead of just innovation and defined it as, “ability to spread and adopt innovations and embed them across a lot of productive processes.” He said China is facing a diffusion deficit. close
