Participants discussed South Africa’s new constitution and its potential ratification by Parliament. Mr. Mulder participated via telephone from Cape Town, South Africa and Mr. Ngcuka also discussed via phone from Johannesburg, South Africa. Mr. DeKlerk’s speech from the Parliament floor was translated by voiceover. On November 18 in Johannesburg, South Africa’s white minority government and black political leaders approved a new constitution which contains South Africa’s first bill of rights and a plan to eliminate all remnants of apartheid. If ratified, it will provide for South Africa’s first multi-racial elections in late April. close
