The hearing took place before the House Financial Services Subcommittee on Housing and Insurance. He said the key principles for improving the NFIP are making flood insurance more affordable, better communication of flood-risk to consumers, denying coverage to areas that have been repeatedly flooded, and instituting a sound and transparent financial framework.
