Mr. Sund, who was chief when the attack happened, called the incident an “intelligence failure,” saying no intelligence agencies adequately warned him. He also said he requested support from the National Guard on January 3, but he was denied this by House Sergeant at Arms Paul Irving and Senate Sergeant at Arms Michael Stenger, and that while the attack was happening, he made multiple requests to the Pentagon for the National Guard but was also denied due to “optics.”
