In a 212-216 vote, the House failed for the second time this week to approve the debate rules that would allow consideration of the fiscal year 2024 defense spending bill to begin. Six Republicans and all Democrats voted “no.” Rules Committee Chair Tom Cole switched his vote from “yes” to “no,” allowing Republicans the option to bring up the motion again later. The House then recessed, subject to the call of the chair. Off the floor, House Republicans continued negotiations on a short-term federal spending bill as Congress was facing a September 30 deadline to fund the government and avert a shutdown. close
