Participants spoke on various policies toward crime, as well as Congressional efforts to pass crime legislation. Nicholas Katzenbach emphasized children as the focus of any anti-crime policies. From his work on the 1968 Kerner Riot Commission, Fred Harris said that while they could not determine the cause of the riots in the late 60s they could accurately describe the surrounding circumstances. The idea of an increased police-community relationship program, called Koban, was discussed by Soji Teramura. Secretary Henry Cisneros described President Clinton’s plans and focused on community-based programs to control crime in American urban areas. close
