During his radio address to the nation, President Clinton spoke on the downing of two U.S. helicopters in Iraq and expressed his condolences to the loved ones of those who died. The President also reviewed the new policy on sweeps of public housing complexes. The policy will provide emergency funds for enforcement and prevention in gang-infested public housing. The plan calls for putting more police in public housing, cracking down on illegal gun trafficking, filling vacant apartments where criminals hide out, and providing such programs as midnight basketball leagues to help young people say no to gangs, guns, and drugs. close
