Representative Bill Zeliff (R-New Hampshire), a co-author of the A to Z Spending Cuts Plan, defended the effort to gather votes for a discharge petition. The plan would allow each member to introduce one piece of legislation to eliminate a spending measure or a member could introduce a measure to means test for Social Security. Mr. Mann suggested that the plan was well-meaning but flawed in design. close
