The efforts to cut the federal budget were outlined by New Hampshire Congressman Bill Zeliff and New Jersey Representative Robert Andrews. Congressmen Zeliff and Andrews will file a discharge petition tomorrow to force action on a congressional spending cut plan. The socalled A to Z proposal calls for a special session of Congress to deal specifically with the budget deficit. Each lawmaker would have an opportunity to introduce measures to either abolish, restructure or cut federal programs. The A to Z plan requires at least 56 hours of debate on the spending cuts. close
